Tickover adjustment

Been trying to adjust tickover as it became too low but not much scucess after following instructions

Short out pins b and C on diagnostic plug to deactivate Idele control valve - done
Adjust tickover to around 850 - done

but then the fun starts, (I definitly got the right pins shorted as tickover speed dropped)

when I adjust the screw to give 850 rpm with ICV off as soon as the shorting wire is pulled the tickover jumps up to 950

Am I doing something wrong here or is there somenthing wrong with the ICV?
In the end I had to adjust it with the ICV on which contradicts the entire procedure!
 
There are a few conditions where the DME will raise the idle speed, like with the A/C on for example. Not sure if this is the problem here but its worth noting.

Could be a sticky idle valve.
 
could possibly be that the engine wasn't fully warm when you set the idle speed?
 
No electrical items on, don't have air con.
Good point on temperature - The engine was warm and I checked the water temp gauge but I did notice the fan did not come on until after I finished . I'll do it again without a 30 min delay between getting home and going out to do it this time!
