A car that has only been driven 1300 miles a year will certainly have done a lot of standing around and short runs. You don't say if it's been kept in a nice dry garage or out in the open, but problems with bore wear, seals hardening, CV rubbers perishing, tyres deforming, air conditioning faults, battery failure, brake system issues, etc. can occur either way. You say you've known the car and owner for 10 years but I would say it was vital to see evidence that can verify the mileage and its service history. As a minimum, I would say you need to see actual service and repair invoices. These directly influence its value at its age. If the owner's willing, it would be worth paying a few quid to a Porsche dealer or independent specialist to check the car over. They can also use a Porsche System Tester to interrogate the system memory and find out something about its running history, for example if the engine has been over-revved. I would walk away or make a silly offer if the owner hasn't got paperwork or prepared to have the car checked over. In truth you're better off buying at auction than privately with no paperwork.
