930 boost pressure

I have a 930 1982.When on full throttle the boost only reads 0.6 bar(but when the engine is not up to full running temp i can get just under 0.8 bar,but only breifley)is this the turbo or the waste gate spring? If it is the waste gate ,is it a easy fix?.how can i test to find out if it is turbo or waste gate? Thanks for any help. (ps how much power do you think i am loosing by only running on 0.6 bar? It still seems very fast !)
