986 front suspension rubber stop / additional spring

Hi all,
Ive just removed my wheels to send them for refurbishment and so had a good look around to see if there are any issues hidden behind.
I notice that the rubber at the top of the front struts is disintegrating.
Searching the web this is described as an "additional spring" but it looks like just a rubber bump stop.
Is it possible to replace just this rubber or do I need to replace the whole strut ?
Do I even need to replace the rubber ?
I also note that one has a sheath over the piston rod and the other does not. Is that a problem ?

 
Thanks Andrew for confirming my assumptions.
I'm thinking of doing some other mods so also thinking its time to swap out the shocks for new ones especially when considering the difference in costs of parts on top of the labour needed to strip and replace just the bump stop.
The body of the shocks is looking a bit rusty and Ive had 20 years out of them so......
