Air Con Fans

The Air con appears to be working OK and the only reason i noticed anything at all was when the air con was set to "LO", the blower is at maximum speed, every 20 seconds or so the output reduces quite significantly then returns to full output.
On the driveway at home i noticed this was due to both radiator cooling fans cutting in for 7 to 8 seconds then switching off for 20 - 25 seconds and obviously the impact of drawing so much current at once reduces the blower speed.
I know the fans should have a lower speed setting controlled by the ballast resistor, what i dont know is when they should engage.
When i switch the air con on the fans do not come on at this point but after 25 seconds they switch on as described above.
Does anyone know if this is a ballast resitor fault or something more serious.
I have started the engine and allowed the temperature to build until the fans activate but they are always on at full speed when they engage, is the lower speed something only activated by the air con?
