Apologies in advance for my complete lack of mechanical interpretation.

1. Recently a noise has arisen on my 3.2. When I turn the key to the position before ignition (i.e. when the warning lights are on) a noise that sounds like a fan starts up. It stops for a split second when the engine fires up, but then starts again immediately. It then continues for at least 10 mins (or until the engine warms up). It sounds like it's coming from an area behind the air vent to the right of the steering wheel. There's no noticeable affect on performance (yet !!), but just a very annoying noise. Advice welcome.

2. Getting a bit of rust around the headlights. Are the rims (bezels ??) replaceable, and available in specific colours?

could be anything, but sounds like your fuel pump to me as they drone/buzz somewhat anyway. Unless your footwell blowers are up to something odd.

BTW there are all sorts of buzzes, clicks that come from my dash on start up and shut down. Think its just normal, was worse on my previous Porsche too.
 
Next time it does this, depress the brake pedal in rapid succession (as if pumping the brakes). Does it go away ? If so, then suspect a minor air (vacuum) leak in / around the brake servo area - hence the reason why at appears to come from behind the dash.

Check all the fittings associated with the vacuum operated headlight adjusters. Look for the thin dark red (and hard) pipes threading their way from the front scuttle, all the way around the periphery of the luggage compartment.

My 1984 3.2 does the exact same as yours when i turn the ignition on, it sounds like a heater fan motor to me coming from under the dasnboard on the nearside of the car, but like yours once started its goes off again, but the heater system on these cars is so complicated that havent investigated it further.
 
For point 2... The Rims around the lights are easily replacable, but I thought they were aluminium? I'm suprised you've got rust there. You're more likely to have it in the bowls behind the lights which is a. a bit of a nightmare because it can mean new wings.
