Blistering heat?

I've just noticed a 2cm x 1cm popped blister at the bottom corner of the windscreen. There were no previous signs of bubbles/blisters as I polished a few weeks ago and the car hasn't really been used since. The only thing I can think has happened is that I had to leave it out in the sun for a couple of days last week and the heat caused it to blister. Then when I've power washed it, the blister has popped. There are no signs of rust, just steel. Could the heat have caused this? Is this a common problem? The windscreen has been replaced at some stage, could this be the cause? Although the car is knocking on 10 years old, I considered the cars body work new (obviously not) as it has been garaged all its life and generally doesn't go out in bad weather. Anyone else had similar issues?
 
Power washers may be bad, but how about the bloke next door cleaning his new bad a*se black Audi (company car, suprise, suprise), with a stiff bristled YARD BROOM! (roof and all over)... I couldn't believe my eyes.
