Bouncy rev counter and speedo rest position

I've got the dash apart to fix the' dim bulb glow' problem. While it's apart, I have a couple of questions.
1. Is it normal for the rev counter needle to bounce on gear changes? If not, is there a way to adjust the damping? I see a couple of potentiometers.
2. What is the rest position for the speedometer needle? Is it at the 10 mph mark, or should it sit a bit below that?

My rev counter bounces on gear changes. Can't remember if it done it before I changed my clock pod.

Speedo sits at bang on 10.

Does anyone know how to adjust the rev counter needle damping? I suspect its done by adjusting the potentiometer behind the dial, but i don't want to fiddle with it without expert knowledge. I can live with the bounce.
