Brake balance

I have a problem with the front brakes locking when I push fairly hard on the pedal. The brakes are all working correctly free and not seized. The mot brake test was passed with no problem. Any idea's how to sort out what is a brake balance issue. All the pads were changed at the same time and are the same make,Ferodo.
 
I think I would start by taking a look at the rear brakes to see if they were fully operational, pistons moving OK, sufficient pad clamping, air in the system etc. If all is well, then move to the front end. Is 1 wheel locking before the other, is each calliper equally retarding? All the same checks as the rear, really. Then start to look for more obscure defects, master cylinder, tyres etc.

I'm not sure if your system has a F/R apportioning valve, but if it's there, this could certainly be the culprit.

Hi Clive Thank you for the reply. The rear brakes have been resealed and blead a number of times they are free the pistons are fitted correctly, I have the setting tool.
I will go and hunt down the apportioning valve.

The Bentley Workshop Manual for the SC doesn't show any brake balancer in the circuit. The master cylinder is a dual-circuit system, one feeding the front and the other feeding the rear. If the rears aren't getting any pressure then I'd suspect the master cylinder. however, if you've bled the rear calipers and brake fluid flowed through easily then I'd suspect the rear caliper pistons seized. The handbrake doesn't use the calipers, so wouldn't necessarily show up on an MOT.
