Brake Pad Shims

Good day all.

I recently changed my discs and pads, and with that fitted new pads shims.

The pads just would not stay on to the shims. I am hoping that once the brake fluid system is pressurised it will exert enough force to make the adhesive take?

Can anyone confirm of the adhesive backing on the shims is "weak"?
 
When I replaced mine, I found the reverse as in the adhesive was really strong. I had put the shims in the caliper, peeled off the paper backing and the brake pad stuck going in even though it was only touching a little bit at the top.
