Brake pedal stays down?

My brother has a 3.2 carrera which, when he bought it, had a brake problem. The brakes stop the car well(ish), but the pedal stays down on the floor, and you have to hook your foot under it and pull it up. Not confidence inspiring really.

He has just finished replacing the master cylinder and bled the system, but the pedal still does not come back up properly. Is there a mechanical spring on the system somewhere, or does teh pedal position depend on fluid pressure alone? What other faults could display this sympton, and how would he check?

There is a spring return on the pedal if you take the wooden pedal board up have a look to see if its come off, you may find that a stone or some thing like that has got trapped under the pedal assemble
I had a piece of silver paper get lodged one time under the clutch pedal of my wifes 964 that did the same thing as your brothers car
