Age is irrelevant where brakes are concerned, it's like tyres - all about usage. A car left outside, or maybe washed then left inside will very quickly get corrosion on the disc surface. The longer a car is left between drives, the harder it is for the pads to clear off any surface grot when the car is driven. (More so if the car is being driven sedately, as there's no real heat getting to them)
In extreme cases - as it appears here - the rot takes hold and actually resists attempts to clear it off but instead, in effect becomes part of the disc surface, resulting in the wear patterns you see here. Yes, running a car on virtually bare pads will do this as well, but you'd have both a warning on the dash, and almost certainly a horrible grating noise every time you braked. It's difficult, but this disc also looks to have a significant lip on the outer edge as well - another indicator of wear.
1) The front end needs new discs and pads soonest.
2) The car needs to be driven with more emphasis on braking effort after cleaning, or in wet conditions where possible to ensure that moisture build up is reduced.
3) If cleaning with a jetwash, focus on the disc holes. There's a lot of dust caked in there as well.
