Can cruise control be retro fitted to my 996 C4S ?

its no problem to do. I did mine on my 997 And 996 is retrofitable too using the piwis. You need a few parts to do it and a little wiring on the 996 but it's not hard, its is easier on a 997!!What year is the 996 as this make a difference! Also does your car have obc?? If not you may as well add this too. You just need the 4 stalk indicator unit and a bit more wiring but your doing the cruise anyway and it all goes to same plug!
If you want it done then I have a piwis and am very local to EK

Looks relatively straightforward to fit the parts, just need to find the time to do it.

No I didn't, I've fitted the stalks and the cable. But it needs to be connected and coded in. We fitted them in our workshop here but haven't got any further as I've not had a day off since the beginning of May :-( I need to get someone who has the correct software and knowledge to complete the install .

can do it anytime...won't take long if you already have wired it! Just st the coding to be done with the piwis!!
