Cayenne S Brake Contamination

I have a 2019 Cayenne S fitted with ceramic brakes (yellow callipers). i have had a problem with the brakes not grabbing the wheel for a second (or so) in truly exceptionally wet conditions when the brakes haven‘t been used for 10 minutes our so. The dealer is claiming that this is due to contamination on the pads, discs and hub and the only remedy is to replace the discs and pads. This is at a price of nearly £20k. I am very sceptical about the diagnosis and the remedy. Has anyone ever come across the problem of contamination before ? If so how was it addressed ? I welcome all comments including those that say never heard about this problem before.
