The last model year to have a 23mm offset is the 1986. The 1987 cars have a 52.3mm offset. ATS Cookie Cutters were fitted on 944s between 1981 and August 1985. You can mix and match hubs and front struts, but Id advise against it: even if it was for fit beautiful 8" & 9" Fuchs. For Cookies it simply isnt worth it and youll be decimating the value of your car.
The steering wont be fantastic and the bearings will wear more quickly, but a series two car can run on 23mm offset wheels: thats what Id advise.

I have an 83 with cookies and love them, but to fit them on a later car would cause various problems as noted above.

It's possible. I ran a wide-tracked (early car with late hubs) series one years ago. Series two cars look wrong on early wheels in my opinion, but theyll fit. The front is sensitive to offset so the steering is affected and the wheel bearings will wear quicker, but theyre the only problems. Im not sure that Id want to run a 52.3mm car on 23mm wheels on the road mind.....
I'm confused now!
Fulvia on here and I tried my cookies on his car (oval dash alloy wishbones etc) and they didnt fit - any ideas!

They certainly fill the arches. This is a picture of Phil's car (from TIPEC), which shows the wheels on a series two car.
