I can think of several possibilities.
i. You live in Mexico, Russia, Brazil, India or some such, and don't want to buy a car specced for another country.
You talk to the nice Porsche people, picking a choosing the items, so that it doesn't match anything else.
ii. You live in one of the normal coutries, but make some exclusive selections, so that it is no longer in the spec of that country, like bying a C16 and asking for the underseal to be removed and to have no green top tint on the windscreen.
iii. Race cars, e.g. you buy a cup car.

On my list C99 is 'without country equipment' and only for LHD.
