Do you pull stones out of the road

I don't think it is just my imagination, but when braking hard (e.g. not quite getting the ABS to come on), I keep getting stones hitting the wheel arches. When driving along I get nothing much, a few pings when accelerating, but a fair few when braking.
Are the roads around me falling apart, am I pushing too hard, or is it normal on roads that were top dressed (i.e sprinkled with stones rather than resurfaced) in the summer to fall apart in winter?

I have experienced this when braking hard in my '83 3.2 carrera sport coupe. It FELT and SOUNDED like I was pulling the road up (but I could have been wrong).

Apparently, as with most things these days, the skill and materials required to do a decent job are no longer available so we use poorly trained bodgers with cheap & nasty materials and not only do the roads continously fall apart but the breaking distance required to stop in some conditions is far longer than it would have been had more expensive mixtures been applied in the correct manner. As ever cheap is very expensive in the longer run []
