Electric hood problem

Can anybody help please.......the red warning light on the dash stays on and the hood won't go down, it lifts very slighty at the locks by the windsreen when the switch is pushed.If you let go and push it again it goes a little bit further but that is it ,when you push the swich the other way it locks but the light won't go out.This is intermittant and some times opens without a problem,but it is getting to the stage when it is refusing to open more than it is opening.I guess this could help in rectifing the problem as it must be locate the problem if it won,t open.
Same old story it always open when i take it to the local ( Hoods Galore ) hood specialist.
