Front wing weep holes

I need to clean the near side front wing to clear any muck and stop it from rusting, (small rust bubble has appeared) is there an easy way?
 
What do you mean by 'clean the wing'? And where is the rust bubble (I'm guessing at the lower edge of it, behind the wheel).

FWIW, taking the liner out and the trim part off the bottom of the back of the wing and cleaning it all with a pressure washer seemed good for mine. I then thickly re-applied some anti-rust stuff and some black sealant gloop (technical terms there as I am sure you will appreciate) and re-assembled. I'm hoping this will keep the evil tin-worm at bay for a while.

There are some good piccies on this site of the job in progress - not mine, but from Paul (Diver944) who did the job and posted them up. I followed what he suggested ...
