Gearbox Bolt head

Does anyone know what this Shift Rod detent Bolt does?

Does it just hold the Shifting rod and Can it be removed and refitted without upsetting anything?

Only I want to remove it, and weld on top a Male stud to hold the Gear linkage stay bar..
(Because the correct fixing bolt above it has sheared clean off and i'd rather not have to remove the gearbox)
