Hazard lights will not stop flashing when locked

Help Please. 991.1. Car has been under a cover for a few weeks with a battery conditioner plugged in. Came out tonight to see the hazard lights on. Took the cover off, battery condition not optimal, at level 3 on the ctec. Fired the car up. Ran it for 20 mins totally fine turned it off. Locked it. as soon as the lights went out the hazards came on. is this a battery issue?
