Headlights

As far as i know on ALL 944's the headlights dont pop up until the "2nd" possition on the light switch? sidelights at the bottom on the "1st" possition without popping the lights up?

On the new turbo ive got they pop up on the "1st" possition, is this a electrical fault? they appear to have sidelights in the pop-ups too? although only at one side... but theres a good number of bulbs out around the car so im guessing they probably would be on at both.... again i thought they were headlight ONLY?
