heater control valve

Hi, sorry if this is an stupid question but what would make the heater control valve move. Is it by turning the heater up and down? mine looks like it's out all the time, I can push it in with my finger, just wondered what would make it go in on its own. just trying to rule out if it's working as it should. thanks George
 
This post on rennlist forums indicates the heater control valve is vacuum operated based on the temperature selection knob.

It makes sense that the red lever on the dash would control the flaps directing air flow and the temp control knob would control the water flow through the heater core. If the heater valve flow was controlled by the lever there would be no purpose for the knob with the temperature markings (and its corresponding sensor for ambient cabin temperature - the small circular device with the horizontal grill).
