Heater problem - slight variation

Have recently had the experience of fixing the little white clip behind the glovebox which resolved a constant heat problem, but still seem to get hot air through the footwell, although cool through the face level vents. Does the rod / clip need to be calibrated in some way as it's threaded? Alternatively guess it may be a motor on the foot well vents? Getting by through setting the dash control to close the foot vents when it gets too warm, but be nice to find a fix.
 
When I did mine I set the temp to full cold, and waited until I heard the heater motors stopped.
Then physically pushed the rod upwards to close the flaps manually before clipping it into the little white bush.
Seems to work fine now.
 
OK, have tried again, & still getting the same problem - in fact, seem to be getting warm air through the vents at the side of the dash as well as the footwell, but cool air through the centre vents. What role does the Heater control valve play? Is it an on-or-off thing? From looking at the diagrams on Clarks, can't see an obvious reason why I'd get constant hot air in the footwell, and temp-controlled through the central vents?
