How do you get these off?

Heatshields above mufflers need replacing and I want to remove the body panels above....however the nuts are completely rusted.....it looks like the studs are fixed as you cant get to the rear of them (i think)...if the stud snaps game over......have soaked in penetrating fluid extra...but the nuts are crumbling away......

Any suggestions most welcome

First thing do not break the studs off, do you have a Dermal cut away the rusty screw nuts they have a washer on them very carefully do not use mole grips or hammer and chisels.

I think your looking at a dremel to remove them the good news is those attach to clips on the other side so both can be sacrificed.

This may help (part number for the bolts is the same across the model years):
