Idle RPM fluctuating when cold

Is it normal for the idle speed to fluctuate between 500 - 1000 RPM when the engine is cold? all is well once she is warmed up a bit and sits at 500 RPM. Also what is the normal idle speed when at correct operation temp? My OPC have checked the car and say all is well[8|].

Thanx

Mine did this today - runs rich in v cold weather for a few seconds and then settles back to normal after 10 secs or so. I don't think there is anything to worry about.
