is my alternator cream crackered?

I've been suffering from the following:-
1. Volt meter has slowly dropped from 14v ish to just above 12v over the last 6 months or so
2. I've had a couple of odd sporadic things happen :-
- Whilst driving in heavy rain with lots of standing water and after going through a bit of a flooded section of road the volt meter started oscillating from about 6v to max over a frequency of a second and a half. Dash lights went bright to dim in time with the oscillations. Everything was fine once I had parked the car and came back to it a few hours later!
- Just recently I suddenly noticed my fan speed up while the speed knob was off, and the volt meter was at max. I switched the fan on then off and everything went back to normal.

Are these things symptoms of a poorley alternator?
