New Brake pads

I am replacing the front brake pads at the moment, managed to do one side, pistons in the brake calipers were very stiff but freed up okay and got new pads on. Started on the other wheel, managed to push the outside piston back okay and got the new pad in, but the inner piston in the caliper will only push back so far. I've tried several times pumping and pushing it foward and back, but cannot get the piston right back into the caliper.

The calipers are rust free, and the seals seem fine with no leaks.

Anyone got any thoughts.
