At a guess I would say to stop the seat belt flapping around when using the full harness[:)]
 
A highly speculative price, I think. Ive only skimmed but I will guess that its a 1986 Turbo Cup car imported from Germany in 1987 or later. Im not sure that its that original with regards to features, although Im not that familiar with the German 1986 cars.

Yes, not sure either but the side marker lights are an odd (and unpleasant) feature for a Cup car

and why do they polish the lip of otherwise lovely rims
