Panamera spare key needs reprogramming etc.

Hi
I bought a private 2014 facelift Panamera s hybrid that came with 2 keys.
Problem is with second key that doesn't seem to work with this car , even the key profile isn't the same as the other.
Is there anywhere I can take the key to be reprogrammed and re-keyed to fit the car ?
OPD say can't reprogram a key from a different car. Is that true ??.
Porsche are quoting £250 + programme for new key.
