problem with 1988 Targa, help please :)

A mate of mine has a 1988 911 targa and is having issues.

there is no power to the hazzard switch on terminal 30 and theres no power to the washer pump, any ideas?

he says he is confused with the washer as there is a tank inside the boot with a pump for anti silicone, should that work with the normal washers off the stalk or off its own switch?

Any help appreciated.
