Problems with windows and buzzing from dashboard

The windows on my 2000 2.7 boxster will not close. They will only go up to the position when the roof is uncliped and they drop about 5cm. The windows will go all the way up when the roof is down.

The buzzing was coming from the dashboard to the right of the steering wheel, this has now stopped so dont know if this has had something to do with the problems i now have,
