Radiator cooling fan blowing fuse!

Just wondering if anyone has experienced the problem I appear to have every so often:

It started several months ago when on the way home from work I was stuck in some traffic and suddenly noticed the temp gauge rising, at which point we moved off and the movement of air through the radiator brought the temp down again. On inspection the 25A fuse had blown. I replaced it, but a few days later the same thing happened again. Got an auto electrician to take a look and he put a meter on and we determined over several attempts that on start-up the fan was pulling up to about 22A but then dropped back to about 12A whilst running. He suggested that maybe this initial pull over multiple times might be weakening the fuse until it eventually fails and due to the age of the car and possible voltage drop etc to try a 30A for a while. Basically it has helped but I still seem to be blowing the 30A ones occasionally as well and normally in the most awkward of places like on my way around the M25 or on the way in to work yesterday! Any help or suggestions would be greatly appreciated. Cheers.
 
Not that I can make out - it rotates freely by hand. Do you think it could be the fan motor on it's way out or more likely some sort of voltage drop?
