Do relays cease to function or blow and how does one test to confirm they are working or not?

yes they cease to function , I've never tested a relay in all the years I've owned my car , I just keep a few spares and swap them if I have a problem, however before swapping them for a new one , remove the suspect relay and spray electrical contact cleaner into the socket (don't use WD40), then clean the legs of the realy with emery paper or a small copper brush, this might save you some money but keep spares in the car, then on a journey if a problem occurs , (imagine the fuel pump relay suddenely fails) you can continue after a little road side DIY.

Many thanks - a response which technically cruises just above my head but I will regard it during a quiet moment to see if I can test the relay which appears to be defective. In the meantime I have managed to find a couple of spares. Jolly expensive!!
