Side Repeater Not Working

Can anyone give me some advise on a passenger side non working side repeater. I have checked (and changed the bulb) and no joy so assume its the wiring. Do I need to remove the inner wheel arch cover to get at it or is the connection to the loom inside the luggage compartment (cant see it)

I have checked the contacts and cleaned them and tried a new bulb but no joy. I tested the contacts with a volt meter and there is no power at the terminals hence my assumption that the wiring (or connection to the harness) is at fault. There is hardly any slack in the wiring when you remove the side repeater lense from the wing so it is not easy to access.
