Starter keps running when ignition turned off

I have an (intermittent) fault that when staribg engine, the starter motor continues to run even when the ignition key is turned off and the engine has stopped; the only way to stop it is to disconnect the battery. Any thoughts?
 
Just working on my mates car as this posted with exactly the same issue.
We cranked the car over, key removed and started kept turning. Removed started signal wire it still carried on
Starter motor has a short on it
