It should do in the UK, although you could probably remove the staples and switch pages.

Sounds like 'incitement to commit fraud'.

Hi Mark,

I would go with the following, It's the nearest you'll get!:-

1. Report a listing Policy Violation or prohibted (Banned) item
2. Fraudulent listing (Illegal seller demands, you didn't recive itme, etc)
3. The problem you're having with fraud isn't listed.

...then explain within the email.

I believe it was a stamped up service book, complete except for details of the car to which it referred. Just add your own car's details.

Now the link has stopped working and for those interested, it was as stated above a full Porsche service history on e-bay. There was no reserve, but bidding started at £99.00. Luckily from what I saw no one bid.
This person was in one form or another either committing fraud or a least inciting it. Also, selling a document as if it were an 'upgrade' to your car. Anyway below this is from the text, you decide.

'Rare opportunity to purchase a full/main dealer service history for your Porsche if yours is missing. The service history is from my 1998 Boxster that was written off. The service book has not had the registration number entered thus making this document transferrable. The history is suitable for any Porsche (Boxster or 911) of the year 1997 or 1998 as the first service stamp (5,000) is 09/1998. The vehicle book is stamped at the correct intervals until the last and most recent service of 42,000 miles. This could potentially add £1,000's on the value of your car. The pack will be sold as per the photo. No reserve.'
 
Im almost certain that this was up before and the a few of us reported it to the trading standards in Bristol who acted and THEN ebay removed it, ebay aint really interested as its their bread and butter, they make money if its illegal or not
