Surge at about 2K RPM

Can I fix this, or is it a "feature"?

I notice this particularly in 3rd gear because that is just around 30mph where one often needs to hover when not on the "open road". (But it happens in other gears too).

I'm slowing down, foot almost off pedal, rate of deceleration is smooth. As rev counter drops through approx 2050 revs there is a slight surge (like I have dabbed the accelerator just a fraction, then it resumes smooth deceleration. Not really noticeable if you are simply decelerating down (say 40 to 20), but if trying to hover in the region of 30 you need to keep it smooth. I thought it was just a sticky pedal, but now I've really carefully watched what is happening I can replicate the problem in any gear with absolutely no pedal movement.

Anyone else got this or has any ideas?
