Only my opinion
As with a normal flywheel a rotating mass to smooth out the rotation of the shaft, to a large extent smooths out vibrations/pulsations in an engine.
In the case of the dual mass flywheel there are to put it basically, two related masses built into the flywheel which is not a single solid mass although in most running conditions acts as one, these are related to each other in part by damping springs built into the assembly so while the whole assembly effectively works as the rotating mass or flywheel the damped element further damps the pulsations especially at low engine speeds.
Problems come about in the event of any of the damping components breaking or becoming loose.
