throttle valve vacuum tapping

I'm in the process of taking the inlet manifold off my 1986 turbo and and found that the vacuum hose that connects to the bottom of the throttle valve has been blanked off with a screw!. The reason for taking the manifold off was that there was a loose vacuum hose floating about. Now it obvious that they connect together solving the mystery but why would someone do that? as its not a case just coming loose. The car had been running OK when warm not so good when cold and black unburnt fuel was coming out of the exhaust under hard acceleration on the odd occasion.

Any guesses

Well some one has disconnected the Temp Valve (I) on the diagram, nothing going to it, nothing coming from it. Very strange! Likely effect on Running?
 
I think your car may have had the fuel vapour purge system fitted and it has been removed. It was only fitted to a small number of cars and was seen as pretty unnecessary. See the vacuum diagram below.

Sorry it's a bit small but it is a good diagram for vacuum line explanation.
 
Cheers Rob, I'll have to check in the morning but that might be a good explanation. (J) is fitted and has all its vacuum lines, so i'll double check where they all go to but I'm fairly sure J doesn't go to I.
