TOUCH UP PAINT AND LAQUER SET

Excuse my ignorance but I have some quite deep scratches on the front bumper that I would like to attend to using a mignight blue touch up paint set. It will need a few layers of paint to fill the scratches and was wondering if I should apply the laquer on every layer or does it just go on the top layer? I assume if you were to apply it on every layer the next layer of paint wouldn't bond to it.
I have never used this set so would appreciate any comments.

Is this the two lipstick sized bottles sold by OPCs? The laquer is intended to go on top of the last layer of paint. However I've had zero success at using this kit - in the sense that, by the time I'd messed up using layers of paint the last thing I wanted on top was laquer to make my poor work show up more[8|]

I now use "chipex" kits on stone chips etc. Quite expensive but the kit comes with instructions and some special wipes etc to get the paint flat. I'm very pleased with how it looks - although one really deep mark I've not managed completely fill with layers and I can still see it.
