Turbo rear diffuser

Can somebody advise me how it fits when it wraps round the rear quarters. I have some white spacers about .5 cm thick between it and the body, should these be there? since getting it back from the body shop today it seems to stick out further on the side they removed it.
 
I have just been through this process. No washers on the outside they should be inside. Mine had penny washers on the inside. Not plastic but larhe all the same. I think as they were plastic they must have assumed they isolated the 2 painted pieces.

It turns out a bit of bodge has been done, they had to cut the bolts off the diffuser on the drivers side and then bonded some new ones into it afterwards. The problem is though they stick out to far especially with the plastic washers on the outside.
