turbo voltmeter

Assuming you've put a multimeter over the battery terminals to check the difference (stationary and running) it can only be wiring or connections. Mine was flinkery before the voltage regulator failed but is fine now I've replaced the regulator suggesting that the gauge was in fact reading correctly before.

Could well be cluster connections at the back, it's easy enough to remove.
