All the top of the engine and bearing surfaces are going to be dry, assuming that they haven't coroded. I would't trust the camb belt and most of the ancilleries are going to be stiff if they haven't seized completely.
The interior could be in pretty poor shape if there has been any water ingress. Whilst many of us suffer from damp rear footwell syndrome, at least the air gets moved about and the water logged air of drying the car out gets swapped for nice dry air. If a car is sealed, but damp, much rot could be pressent and all electrical contacts are liable to have become furry.
Noting the level of hard graft necessary to get the car back to anything like its former glory I would think £2K-£3K top wack.
I think you're right that corrosion is the enemy. Depending what is meant by standing outside (there's a world of difference between standing on a tarmac drive under a cover and standing exposed on a patch of grass near the sea) the result could be very different. If the car hasn't run in 7 years (who parks an 8 year old Porsche outside and doesn't run it again [&o]) then the engine is probably pretty bad internally, may well have split hoses (mouse eaten?) etc. All belts and fluids will be useless, the brakes corrode badly enough on Turbos that get driven so this will be terrible. Will the clutch work...? It goes on.
That said, someone was trying to say that there were only 6 Turbos in silver (something I never believed for a second) so it's rare. As an '89 car it should have forged alloys, Konis etc. Maybe it's worth more to Simon Butterworth or Douglas Valley than somebody who wants to resurrect it?
To be fair even £3k would buy a runner. Without seeing it I don't know what I'd be prepared to pay for it but I doubt it would be over £4.5k no matter how good it looks. If the current owner is willing to get it running so it could be properly inspected then that would be a good place to start.
