Sounds like it could be the infamous plastic clip on the heater servo.
http://www.porscheclubgbforum.com/tm.asp?m=271157&mpage=1&key=heater񂌵 should provide the starting point for your quest for cold air.
You'll need to whip out your glove box (remove the fuse for the glovebox light first) and check if any of the clips connecting the servos to the heater flaps are broken.

sorry could only find a US picture but you can buy these anywhere and they don't have to be Porsche part. A Mini part is stronger and better and a good substitute.

If its an oval dash car usually the heater clip, sometimes missing vacuum to the valve or a faulty servo motor (beside the glovebox with the plastic clip)
90% of the time its the plastic clip on oval dash cars.

There was a very good article on this valve on rennlist some time back. The poster suggested using a mini vheater valve because it was made with metal as apposed to plastic and lasted longer and was more reliable and was cheaper.
I cannot remember which model mini unfortunatly .
Incidentally mine was an 86 Lux but with an oval dash and the cable operated heater valve so maybe they changed to electronic control soon after ?
