Washer Pump problem (relays?)

Hi Guys,
I had a problem with getting the washer pump to work (see previous post). I am still having problems and this is what I have tried:-
I have bought a new washer pump, dropped the washer tank, disconnected the electrical plug from the old pump and connected it to the new pump and worked the wiper stalk. The new pump did not work. I then tried putting a meter across the connector to the pump and when the washer stalk is switched I see 11. volts or so.
If I connect the battery directly to either the old pump or the new pump both work! So it's not the pump which is causing the problem.
The weird thing is is that I am seeing voltage at the terminals to the pump when the washer is operated from within the car. Neither new or old pump work when connected to this, when the washer is operated from within the car. Confused?
I am wondering if it could be a relay problem such that when there is load pulled through the relay, the relay is faulty, but I still see 11 volts at the terminal when there is no load (using the meter).
I cannot locate the windscreen washer pump relay (if there is one), but have found that relay 43 operates the windscreen washer pump (the second pump on the tank which works fine) and I can hear this clicking when the headlight washer is operated. I hear no click from anywhere when the windscreen washer is operated.
Questions,
1. Does relay 43 serve both headlight and windscreen washer pumps?
2. Can I temporarily use another relay, if so which one, to test if this relay is faulty?
3. Am I barking up the wrong tree?

I know the Carrera SC and the 993 don't use a relay in the windscreen washer circuit. So, it seems unlikely - but not impossible - that the 964 would have a windscreen washer relay.

On the 993, one 25A fuse controls the wipers, w/screen wash and h/light wash. As you say, the h/light cleaning system uses relay 43; it controls the systems wash duration. Given that the h/light wash works OK I'd be thinging about tracing an earthing problem from the w/screen pump.

Do you see 11V on your meter when you test other items? Should be around 12.5 volts or more if car has recently been used.
