Wheel spacers?

It's possible this has been done to death before but today while installing my control arms I noticed that I have spacers on the front wheels. They look less than 10mm thick, and given that I have normal D90s on my S2, is there any reason why they should be there?

I seem to remember reading on the forum that they could be used to push to wheels out to fill the arches more. So purely a cosmetic thing perhaps? Here's a photo:

Sure thing is they were not a standard fit.
I use 7 mm spacers up front on my turbo for the cosmetic reason you mention and haven't found much difference in steering feel, though I'm probably too much of a ham-fisted driver to feel the difference [:)]
I once tried 15 mm spacers on my S2 and took them off as they significantly increased the weight of the steering, though adjusting caster accordingly may have addressed this.
 
you can only get 7mm shim type spacers for the front ( i think) - I also have these on my turbo to increase the front track and fill the arches better!
