How do they get away with it?

Hi Looking for a bit of help again, i have recieved photographic evidence of the Alledged speeding incident in May , couple of questions ,
i noticed the recorded range that the radar was operated in was marginally in excess of 250mtr also on the time Line it appears that a Manual threshold was set for the radar, i thought that the operator had to use his own judgement , and not just preset and randomly leave the machine on , comments appreciated thanks
 
I understood they are not supposed to just radar every car and hope to get some.
They are supposed to only target those they suspect ARE exceeding the limit.
(Unlike all the auto-scameras then...)
