No Charge Cables with Hybrid?

I'm looking at buying a Porsche Approved Cayenne e-Hybrid and have been told by the OPC that they are no longer able/allowed to supply charge cables with the car. It seems that they have literally removed the cable bags that would presumably have been in the car when they took it in as a trade-in from the previous owner. Some reference has been made to changes in the rules, etc., but I really don't understand this.

Can anyone shed any light that explains this? I'm a bit of a newbie to the whole e-hybrid thing and it's certainly confused me - particularly as I have seen other used cars in other OPCs that did have the cables in the back!
 
I bought mine second hand from my OPC and the cables were missing but a quick call and they were located and both the slow charger unit and cable for home installation and the cable for normal higher speed chargers were supplied. Sounds like elf and safety gone mad, if that's the reasoning.
 
Thanks for the reply. I still don't understand exactly what the reasons are for all this, but I've now been told by my sales guy that he's found me the charger unit/cables, although he's apparently not supposed to. Weird!
 
The dealers definitely insist they are with the car if you trade it in, then tend to take them out to stop them getting misplaced. The earlier ones came as standard in a nice bag complete with charger but on the later models you have to choose between cable or charger when creating your build.
