I think often it seems to be down to the individual scrutineer, but to be absolutely safe you probably do need fixed mountings for cameras, even if they are bullet style. However, I ran the SC through the club championship last year with a sucker mounted driver cam and didn't have any problems, so you'd probably find you were ok with velcro. I think a key thing is to have the cameras tethered, just in case they come loose.

If they see it, they wont let it through, used to be 2 different attachment methods in the blue book, but that was for old large camcorders, they've relaxed with bullet cams, but still unsure Velcro will cut it.
 
It may be that sprint regs are different to race regs (although I'm not sure), I know I got tired of getting pulled up on what I thought were pretty secure mounts.
